Project Lifecycle

The extramural project lifecycle is a resource for UH extramural proposals and awards, and can be navigated using the menu above. Click on any stage of the lifecycle for applicable processes, resources and/or contacts. You are also welcome to submit a ticket for personal assistance.

Programs and activities not covered by the extramural project lifecycle are listed in the “Exclusions” tab below. (See also Administrative Procedure AP 12.401.)

Faculty or staff interested in applying for extramural funding opportunities must be UH Board of Regents appointees. This includes adjunct faculty, research affiliates and emeriti faculty in non-compensated university appointments.

Serving as a PI is also conditioned upon the proposed program or activity being desirable and compatible with the mission of the respective academic or research unit, and the PI disclosing all potential conflicts of interest. See Board of Regents RP 12.202.

Principal investigators (PIs) are responsible for the effective performance of the overall project and compliance with applicable rules & regulations, and award terms and conditions. Additional responsibilities are summarized below.

  • Managing project budgets and overseeing any subawards
  • Authorizing expenses

  • Ensuring scientific integrity and leading the project
  • Overseeing subrecipient progress
  • Preparing and submitting technical, invention, progress and other reports to sponsors

Expand the following for a description of agreements not covered by the extramural project lifecycle.

Non-financial affiliation agreements are agreements between a UH campus and an external agency which delineate responsibilities when students are placed in clinical settings or internships within the external agency. A non-financial affiliation agreement is covered by the extramural project lifecycle if:

  1. It relates to an extramurally funded project; or
  2. Contains terms which could potentially create risk to UH (e.g., indemnification provisions); or
  3. Contains terms which are inconsistent with UH policy (e.g., jurisdiction outside the State of Hawaii).

Signature authority for all other non-financial affiliation agreements has been delegated to the following:

Sponsored class agreements are agreements between a UH campus and an external agency where the external agency pays all or part of the cost of offering a class in lieu of charging tuition to students. A sponsored class agreement is covered by the extramural project lifecycle if it includes or contains any of the following:

  1. Federal funding;
  2. Terms which could potentially create risk to UH (e.g., indemnification provisions); or
  3. Terms which are inconsistent with UH policy (e.g., jurisdiction outside the State of Hawaii).

Sheltered class agreements are agreements between a UH campus and an external agency to deliver a non-credit class for the agency with funds to be deposited into the appropriate campus special fund account. A sheltered class agreement is covered by the extramural project lifecycle if it is includes, contains or covers any of the following:

  1. Federal funding;
  2. Curriculum development projects, including projects involving evaluation, curriculum or teaching methods;
  3. Projects which involve students receiving academic credit for community service activities (e.g., service learning);
  4. Activities in support of students;
  5. Dissertation work funded by grants, including dissertation-related travel;
  6. Upward Bound programs;
  7. Terms which could potentially create risk to UH (e.g., indemnification provisions); or
  8. Terms which are inconsistent with UH policy (e.g., jurisdiction outside the State of Hawaii).
